SERVED VALUE IS THE GENERAL MAINLAND STATUTORY NOMINAL RATE ONLY: 19%, reduced from 20% by the OE 2026 (Lei n.o 73-A/2025) as the next step of a trajectory 21% (2024) -> 20% (2025) -> 19% (2026), with a stated government goal of 17% by 2028. The effective burden is higher once surcharges are added and is deliberately NOT blended into the value. REDUCED SME RATE (taxa PME): under Art. 87(2) CIRC, small and medium enterprises and small-mid caps (qualifying under Decreto-Lei n.o 372/2007) pay a reduced rate on the FIRST tranche of taxable income - for 2026 that reduced rate is 15% on the first EUR 50,000 of materia coletavel, with 19% on the excess. DERRAMA MUNICIPAL: municipalities may levy an additional surtax of UP TO 1.5% on taxable profit (each camara municipal sets its own rate annually, some set 0%), Art. 18 of the Lei das Financas Locais. DERRAMA ESTADUAL (state surtax, Art. 87-A CIRC) on larger profits, on top of the general rate: 3% on taxable profit between EUR 1.5m and EUR 7.5m, 5% between EUR 7.5m and EUR 35m, and 9% above EUR 35m. So a large Lisbon company can face roughly 19% + 1.5% + up to 9% = ~29.5% at the margin, while a small profitable SME faces about 15-16.5% including municipal derrama - the commonly quoted Portuguese headline of 'about 21%' combined burden refers to general-rate firms plus average derrama municipal, not a single statutory rate. The autonomous regions apply lower regional IRC rates (Madeira and Azores reduce the general rate). Portugal applies the OECD Pillar Two 15% global minimum tax through the Lei n.o 41/2024 transposing the EU Directive.
