What this value means
What a payroll engine gets wrong in Belgium, in order of how much money it costs: 1. THE EMPLOYER SIDE IS ONE GLOBAL RATE AND CANNOT BE SPLIT BY BRANCH. Since the 1st quarter of 2015 the ONSS levies a single global employer contribution; the tax shift then cut it from 24,92 % to 19,88 % for category-1 workers from the 1st quarter of 2018 without re-allocating it across branches. The régime table still printed in the instructions — Pensions 8,86, Soins de santé 3,80, Indemnités 2,35, Chômage 1,46, Maladies professionnelles 1,00, Accidents du travail 0,30, total 17,77 % — is a pre-2015 historical allocation. Serving it as the 2026 employer position understates cost by 2,11 points before moderation and by more than 7 points after it. Only the WORKER percentages are genuinely per-branch, and ONSS says so: "Pour connaître le pourcentage total de la cotisation personnelle du travailleur, il faut additionner les pourcentages" — 7,50 + 3,55 + 1,15 + 0,87 = 13,07 %. 2. THERE IS NO CEILING ANYWHERE. Not on the employee's 13,07 %, not on the employer's 19,88 %, not on any special contribution, not per month and not per year. Belgium is one of the very few EU states with an entirely uncapped contribution base. Any engine that carries a plafond field for Belgium has invented one. 3. THE 25,00 % 'TAUX FACIAL' IS 19,88 % PLUS A CONTRIBUTION COMPUTED ON A CONTRIBUTION. The wage moderation contribution is "5,67 % de la rémunération du travailleur, augmentée de 5,67 % des cotisations patronales dues", the 5,67 % being reduced to 4,27 % for category 1 since the 1st quarter of 2018. On a 19,88 % global rate that gives 4,27 % + (4,27 % × 19,88 %) = 5,12 %, and 19,88 + 5,12 = 25,00. Do not add 5,67 to 19,88, and do not apply either figure to gross alone. 4. OUVRIER VERSUS EMPLOYÉ IS THE BIGGEST SINGLE COST DIFFERENCE, AND IT IS TWO DIFFERENCES, NOT ONE. (a) All contributions for manual workers are computed on 108 % OF GROSS, not 100 %, because their holiday pay comes from a holiday fund rather than from the employer. (b) The employer additionally owes annual-holiday contributions of 15,84 % — 5,57 % quarterly with the DmfA plus 10,27 % billed once a year around March and payable by 30 April. For an employé neither applies, but the employer instead pays the statutory double holiday pay directly, with 13,07 % employee contributions due on it. An engine that models Belgium with a single set of percentages will be materially wrong for one of the two statuses. 5. THE 10,27 % ANNUAL HOLIDAY INSTALMENT IS NOT ON THE QUARTERLY RETURN. It arrives as a separate debit notice in March covering the previous holiday year. It is a cash-flow and accrual trap for anyone reconciling ONSS payments to the DmfA. 6. SEVERAL SPECIAL CONTRIBUTIONS TURN ON HEADCOUNT OR ON THE QUARTER. The 1,60 % contribution is due only by employers occupying an average of at least 10 workers, and its effective rate is 1,69 % once the wage-moderation gross-up is applied. The Fonds de fermeture d'entreprises base contribution is 0,32 % below 20 workers and 0,37 % at 20 or more. The Fonds amiante contribution of 0,01 % is collected only in the 1st, 2nd and 3rd quarters of 2026 — the 4th quarter is exempt. None of these is a constant. 7. WORK-ACCIDENT COVER IS COMPULSORY BUT PRIVATELY UNDERWRITTEN. The 0,02 % ONSS line is a FEDRIS solidarity levy, and the occupational-diseases component sits inside the global rate; neither buys accident cover. Under the Loi du 10 avril 1971 the employer must take out insurance with an approved private insurer at a commercially set premium, and an employer that does not is affiliated to FEDRIS by operation of law and charged an d'office premium. There is no statutory tariff, so this genuinely unavoidable cost is invisible to any ONSS-only calculation. 8. THE EMPLOYEE'S 13,07 % IS NOT WHAT LOW EARNERS ACTUALLY PAY. The bonus à l'emploi reduces personal contributions on a sliding scale and now has two components. From 1 April 2026, for a worker declared at 100 %: volet A gives EUR 125,04 per month where the reference monthly wage S is at or below EUR 2.880,32, tapering by 0,2738 per euro to nil at EUR 3.336,98; volet B gives a further EUR 168,62 where S is at or below EUR 2.255,50, tapering by 0,2699 per euro to nil at EUR 2.880,32. For manual workers declared at 108 % the corresponding figures are EUR 135,04 (taper 0,2957) and EUR 182,11 (taper 0,2915). The total reduction per worker is capped at EUR 3.523,92 per calendar year from 1 April 2026. At the bottom of the scale the two components together can extinguish the employee's contribution entirely, so an engine that always withholds 13,07 % over-deducts from exactly the employees least able to absorb it. 9. THE EMPLOYER'S 25 % IS NOT WHAT SMALL-WAGE EMPLOYERS ACTUALLY PAY EITHER. The réduction structurelle is a quarterly LUMP SUM in euros, not a percentage. For category 1 from the 2nd quarter of 2026 it is R = 0,1400 × (11.458,57 − S) + 0,1600 × (9.547,20 − S), where S is the quarterly reference wage; there is no forfait component and no high-wage component for this category. Category 2 (social Maribel) and category 3 (adapted work enterprises) have different formulas, including a EUR 79,00 forfait and a high-wage term for category 2. Because the reduction is an absolute amount, its effect as a percentage of payroll falls away rapidly as pay rises. 10. THE EMPLOYEE PAYS A SECOND, NON-PERCENTAGE CONTRIBUTION THAT DEPENDS ON THEIR HOUSEHOLD. The cotisation spéciale pour la sécurité sociale is withheld by the employer in flat bracketed amounts that differ according to whether the worker is taxed jointly and whether the spouse has professional income, up to EUR 731,28 a year. The employer withholds provisionally in the first two months of each quarter and trues up on the final payment; the definitive figure is settled in the personal income-tax assessment. It is not deductible for tax. 11. DEDUCTIBILITY. The worker's ordinary social security contributions are deductible from taxable professional income under the Code des impôts sur les revenus 1992, so the précompte professionnel is computed on gross less 13,07 %. The cotisation spéciale pour la sécurité sociale is not deductible and is withheld after both the ordinary contributions and the précompte professionnel. 12. SECTORAL FUNDS ARE A REAL AND OMITTED LAYER. Joint committees (commissions paritaires / paritaire comités) impose their own contributions for sectoral training funds, second-pillar sectoral pensions, end-of-year premiums and early-retirement schemes, collected by the ONSS on their behalf. They can add several percentage points and are entirely sector-specific. The 0,10 % groupes à risque default served here is only the residual rate where no sectoral agreement applies. SUB-NATIONAL VARIATION: none in the contribution rates themselves. Belgian social security contributions are federal and uniform across the three Regions and the Communities. Family allowances were regionalised by the 6th State Reform, but that changed who PAYS THE BENEFIT, not who collects a contribution — the former 7,00 % employer family-allowance contribution was absorbed into the federal global rate in the 1st quarter of 2015 and no regional payroll contribution replaced it. The Flemish zorgverzekering is a flat annual levy on residents of Flanders collected outside payroll and is not modelled here. Target-group employment reductions (réductions groupes-cibles) ARE regionalised and differ substantially between Flanders, Wallonia and Brussels, but they are subsidies against contributions rather than rates, and they depend on individual worker characteristics. WHAT WE DO NOT PUT A NUMBER ON: 1. Per-branch EMPLOYER rates — rate_employer and rate_total are null on the four worker-branch entries. There is no such thing in current Belgian law: the ONSS publishes only a global employer percentage for category 1 and no allocation of it. Inventing an allocation by scaling the historical 17,77 % table would be a fabrication. 2. Work-accident insurance premiums — null. Compulsory but privately underwritten at commercially set rates with no statutory tariff. 3. The cotisation spéciale pour la sécurité sociale — rate_employee null because it is a bracketed cash amount that depends on household tax status, not a percentage. The complete bracket table is served in that branch's notes instead. 4. Sectoral joint-committee contributions (training funds, second-pillar sectoral pensions, end-of-year premium funds, sectoral early-retirement schemes) — not priced. They are set per commission paritaire by collective agreement, vary from nil to several per cent, and cannot be derived without the employer's joint-committee number. 5. Second-pillar occupational pensions generally — not modelled. Belgium has no statutory occupational pension percentage; where one exists it is either a sectoral collective agreement or a company plan. 6. The Wijninckx contribution (a special levy on high supplementary pension funding) and the special employer contributions on early-retirement and unemployment-with-company-supplement schemes (RCC/SWT) — noted but not priced; they attach to particular arrangements rather than to ordinary pay. 7. Responsabilisation supplements for heavy users of temporary unemployment — employer-specific, not a general rate. ALREADY LEGISLATED, NOT YET IN FORCE: the four worker percentages (7,50 / 3,55 / 1,15 / 0,87), the global employer rate of 19,88 % and the 4,27 % wage-moderation rate have been unchanged since 1 January 2018 and no amendment to them is on the statute book. What DOES move, and when: 1. THE ONSS ADMINISTRATIVE INSTRUCTIONS ARE RE-ISSUED EVERY QUARTER and the special-contribution rates (Fonds de fermeture d'entreprises, chômage temporaire, groupes à risque, Fonds amiante) are re-fixed with them. RE-VERIFY EVERY QUARTER — the next edition is 2026/3. 2. THE BONUS À L'EMPLOI AND RÉDUCTION STRUCTURELLE PARAMETERS were re-set with effect from 1 April 2026 and are indexed, so they move again whenever the pivot index is crossed. RE-VERIFY FROM 2026-10-01. 3. THE FONDS AMIANTE CONTRIBUTION IS SWITCHED OFF FOR THE 4TH QUARTER OF 2026 and its 2027 collection pattern is not yet fixed. RE-VERIFY FROM 2026-12-01. 4. The federal coalition programme announced for this legislature contemplates further employer-cost and unemployment-benefit reforms. Nothing affecting the served percentages has been enacted as at this record's date. SOURCING CAVEATS: VERIFIED BY FETCHING — the ONSS/RSZ Instructions administratives 2026/2 in both the French and Dutch versions, from which were read verbatim the worker régime percentages (7,50 / 3,55 / 1,15 / 0,87), the historical employer régime allocation (8,86 / 3,80 / 2,35 / 1,46 / 1,00 / 0,30), the global employer rate of 24,92 % from Q1 2015 and the statement "Le pourcentage de cotisation applicable est diminué pour ces travailleurs à 19,88 %" for structural-reduction categories 1 and 3 from Q1 2018, the wage-moderation formula "5,67 % de la rémunération du travailleur, augmentée de 5,67 % des cotisations patronales dues" and its reduction to 4,27 %, the 108 % base for manual workers, the cotisation de 1,60 % with its ten-worker condition and 1,69 % moderated rate, the Fonds amiante 0,01 % with its three-quarter 2026 collection, the accidents du travail 0,02 %, the annual-holiday 5,57 % + 10,27 %, the complete cotisation spéciale pour la sécurité sociale bracket tables with the EUR 619,68 and EUR 731,28 annual maxima, the bonus à l'emploi volet A and volet B formulas applicable from 1 April 2026 with the EUR 3.523,92 annual cap, and the réduction structurelle category formulas applicable from the 2nd quarter of 2026. SECONDARY, USED ONLY FOR CORROBORATION: the Fédération des Entreprises de Belgique quarterly contribution table for the 2nd quarter of 2026, from which the Fonds de fermeture d'entreprises rates of 0,32 % and 0,37 %, the chômage temporaire rate of 0,09 % and the 0,10 % groupes à risque default are taken, and which confirms the 19,88 % / 5,12 % / 25,00 % structure and states that there is no change from the 1st quarter of 2026. Those four figures were not read from the ONSS instructions directly because the ONSS pages present them inside sub-pages that could not be resolved in this pass; they should be re-read from the ONSS instructions at the next refresh. The record is nonetheless marked primary because every branch rate served is from the ONSS's own instructions. INFERRED, NOT READ AS A STATED FIGURE: the 5,12 % effective wage-moderation rate and the 25,00 % taux facial are arithmetic from the verified 4,27 % formula and the 19,88 % global rate. The 17,77 % sum of the historical régime table is likewise arithmetic. Reported branches are those applying to an ordinary private-sector employee in ONSS category 1. Not covered: public-sector employers and their statutory staff, sheltered and adapted workplaces (category 3), social Maribel employers (category 2), students under the solidarity contribution, occasional workers in horeca and agriculture, flexi-jobs, artists, domestic staff, the self-employed under the INASTI/RSVZ regime, and posted workers whose applicable law is determined by Regulation (EC) No 883/2004. Employee and employer shares are stated separately: the employee figure is what leaves the payslip, the employer figure is cost of employment and is not a deduction.
