What this value means

THE LEAD IS WRONG ON ONE POINT AND RIGHT ON THE OTHERS: Belgium DOES have a national minimum wage, so this is not a structural null — but it is not a statute. It is the RMMMG (revenu minimum mensuel moyen garanti / gewaarborgd gemiddeld minimummaandinkomen), set by CCT n° 43 of 2 May 1988 concluded between the interprofessional social partners inside the Conseil national du travail (CNT/NAR) and rendered generally binding by royal decree, which is what gives it erga omnes effect over the whole private sector. €2,233.61 gross per month is the amount in force on the confirmation date, adjusted upward by 2% on 1 July 2026 following an index event (below). WHAT THE FIGURE IS — AND IS NOT: the RMMMG is an average MONTHLY income, not an hourly wage and not a monthly salary in the ordinary sense. It is assessed over the reference year and INCLUDES sums that are not paid every month, notably the year-end bonus / thirteenth month and comparable contractual premiums, which is why an employer paying slightly less than €2,233.61 in an ordinary month may still comply. Belgium has NO statutory hourly minimum wage: hourly figures circulating for Belgium (around €12-13/hour) are obtained by dividing the RMMMG by the sector's weekly hours (usually 38) times 4.3333 and have no independent legal existence. The floor actually owed to a given worker is the HIGHER of the RMMMG and the barème of the applicable sectoral CCT (commission paritaire); for most sectors the sectoral scale is higher, so the RMMMG binds mainly where no sectoral minimum exists or where it is lower. SCOPE (read directly from CCT n° 43/18, arts. 1-2): workers aged 18 or over performing normal full-time work under an employment contract; EXCLUDED are 18-, 19- and 20-year-olds employed under a student contract (they fall under CCT n° 50 of 29 October 1991, which sets reduced percentages by age — those percentages were not re-verified at a primary source in this pass and are deliberately not served here), persons employed in a family undertaking working only with relatives under the exclusive authority of the father, mother or guardian, and workers habitually employed for periods shorter than one calendar month. Part-timers are entitled pro rata. HOW €2,233.61 WAS REACHED, step by step: (1) CCT n° 43/18 of 24 March 2026, concluded in the CNT and read in full in this pass, amends art. 3 al. 1 of CCT n° 43 by replacing '2.029,88 euros' with '2.189,81 euros' with effect from 1 April 2026, and re-pegs the amount to the index 'en vigueur le 1er janvier 2026 (chiffre-indice de décembre 2025)'. That +€35 gross (about €35.70 once indexed) is the third and final step of the framework agreement concluded on 25 June 2021 in the Groupe des dix, confirmed by the framework agreement of 6 April 2023, which scheduled increases on 1 April 2022, 2024 and 2026 — there is no fourth scheduled step. (2) Art. 3 links the amount to the consumer price index; each crossing of the pivot index raises it by 2%. On 29 June 2026 Statbel published the June 2026 index showing the smoothed health index at 100.37 against a pivot of 100.28 (base 2025 = 100), i.e. the pivot was crossed. (3) The RMMMG was accordingly indexed from 1 July 2026 to €2,233.61, as published by the ONSS in its administrative instructions of 3 July 2026. TIMING TRAP — THE MOST LIKELY WAY TO GET BELGIUM WRONG: the same June 2026 pivot crossing indexes DIFFERENT things on DIFFERENT dates. Statbel's own release states that social benefits, pensions and public-sector salaries will be indexed only in SEPTEMBER 2026, whereas the RMMMG moved on 1 JULY 2026. Anyone who assumes a single common indexation date will misdate the minimum wage. COMMONLY-CITED WRONG FIGURES: €2,189.81 is correct only for 1 April – 30 June 2026 and is still shown as 'the current amount' on the CNT's own thematic page (which reproduces the CCT article amount, not the indexed amount actually payable) — this is the single most dangerous stale value for Belgium; €2,070.48 (in force 1 May 2024 – 31 January 2025) is still republished by several salary calculators as 'the 2026 Belgian minimum wage'; €2,029.88 is the pre-amendment article figure quoted inside CCT 43/18 itself and was never the amount payable after 30 April 2024. WATCH ITEM, FLAGGED AS UNVERIFIED: a 2026-2028 'indexation en centimes' / partial index-skip measure caps indexation above roughly €4,000 gross per month. The RMMMG sits far below that ceiling and received the full 2%, which the ONSS figure confirms arithmetically (2,189.81 x 1.02 = 2,233.61); but the enacting instrument for that measure was not read in this pass, and if the cap were ever lowered below the RMMMG the 2% assumption would break. ACCESS QUIRKS: CNT/NAR publishes its CCTs as bilingual FR/NL PDFs at cnt-nar.be — they carry a clean text layer and extract perfectly with a PDF library, but HTML-to-markdown fetchers return raw binary and appear to fail; the CNT thematic page carries only the CCT article amount, so the ONSS administrative instructions (socialsecurity.be, re-issued quarterly with dated intermediate updates) are the correct re-verification target for the amount actually payable on a given date.
