CURRENCY IS EUR, AND THE DECREE ITSELF IS DUAL-DENOMINATED. ПМС 243 was issued on 13 November 2025, i.e. before euro entry, so it states each amount in lev with the euro amount in brackets: EUR 620.20 (BGN 1,213) per month and EUR 3.74 (BGN 7.31) per hour, at a normal 8-hour day and 5-day week. Because the euro became the sole legal tender on 1 February 2026 (dual circulation ran 1-31 January 2026), the EUR figure is the operative one and is what is served here; the lev figure is the historical anchor. The conversion is exact at the irrevocable rate of 1.95583 BGN/EUR: 1213 / 1.95583 = 620.196..., rounded to 620.20 per the euro-changeover rounding rules. The increase is +12.6% on the BGN 1,077 (EUR 550.66) that applied in 2025. MECHANISM: since a 2023 amendment to чл. 244 от Кодекса на труда, in force from 2024, the minimum wage is NOT a free political choice - it is fixed at 50% of the average gross monthly wage for a reference period covering the last two quarters of the preceding year and the first two quarters of the current year, as computed and published by the Национален статистически институт (НСИ), and must be determined by 1 September of the current year for the following year.
