What this value means

Headline national ИПЦ, +4.5% year-on-year in July 2026, with prices rising 0.8% month-on-month against June 2026. WHICH INDEX: the value served is the NATIONAL Индекс на потребителските цени (ИПЦ), the domestically relevant index. НСИ publishes a Harmonised Index of Consumer Prices (ХИПЦ / HICP) alongside it, which for July 2026 read +4.4% y/y and +0.6% m/m; the two diverge materially and persistently in Bulgaria - the gap was 1.3 percentage points in March 2026 (ИПЦ +4.1% vs ХИПЦ +2.8%) - because of differences in weighting (ХИПЦ weights come from national-accounts household final consumption, including institutional and foreign households), so they are NOT interchangeable. The ХИПЦ is the series the ECB uses for the euro-area aggregate and the one relevant to Bulgaria's price-stability assessment. MONTHLY DRIVERS (July 2026): the rise was led by recreation, sport and culture +11.6% (the release notes that gambling services entered the ИПЦ/ХИПЦ basket from January 2026 under Delegated Regulation (EU) 2024/3159), restaurant and hotel services +2.3% and housing, water, electricity, gas and other fuels +2.0%; against clothing and footwear -2.9%, insurance and financial services -1.8% and food and non-alcoholic beverages -1.0%. CONTEXT THAT MATTERS FOR READING THIS SERIES: Bulgarian inflation accelerated sharply in the first half of 2026, from +4.1% in March to +6.8% in April and +6.9% in May, then eased to +5.4% in June and +4.5% in July - the second consecutive monthly decline in the annual rate. That surge coincides with the euro changeover on 1 January 2026 and the parallel energy shock; mandatory dual pricing in lev and euro ran from 8 August 2025 to 8 August 2026 precisely to constrain conversion rounding, and July is the last full month it was in force. Cumulative ИПЦ inflation is 12.7% over three years and 43.4% over five (July 2026 v July 2023 / July 2021). BASE YEAR: from January 2026 all three indices (ИПЦ, ХИПЦ, ИЦМК) are computed on base 2025 = 100 under Implementing Regulation (EU) 2025/1182, and use ECOICOP v2 (COICOP 2018) under Delegated Regulation (EU) 2024/3159. RELEASE CADENCE: НСИ publishes an express preliminary estimate (експресна предварителна оценка) shortly after month end and the full release around the 14th-17th of the following month; only the full release is served here. Next release: August 2026 data, expected mid-September 2026. Access: nsi.bg press-release pages load as clean static HTML and the Bulgarian-language slugs are stable. Verified 2026-08-22: the July definitive 4.5% stands; the NSI change was two non-CPI Q2 releases of 21 Aug. August express estimate due ~30 Aug (never served); the full August release is expected ~15-17 September 2026.
