WHICH INDEX: the value served is the NATIONAL Индекс на потребителските цени (ИПЦ), the domestically relevant index. НСИ publishes a Harmonised Index of Consumer Prices (ХИПЦ / HICP) alongside it, which for June 2026 read +5.2% y/y and -0.5% m/m; the two diverge materially and persistently in Bulgaria - the gap was 1.3 percentage points in March 2026 (ИПЦ +4.1% vs ХИПЦ +2.8%) - because of differences in coverage and weighting, so they are NOT interchangeable. That surge coincides with the euro changeover on 1 January 2026 and the parallel energy shock, and price-rounding on conversion was politically contentious - mandatory dual pricing in lev and euro ran from 8 August 2025 to 8 August 2026 precisely to constrain it. Bulgaria's rate is materially above the euro-area average and above the German reading of +2.3% for the same month.
