What this value means
15% from 2026-01-01, replacing the 12.5% that had applied since 2013 - THE REFORM IS ENACTED, not proposed. It also amended the Special Contribution for Defence, Capital Gains Tax, tax assessment and collection, and stamp duty laws. TWO DUAL-TRACK TRAPS THAT PERSIST INTO 2027: first, Deemed Dividend Distribution is abolished for profits earned from 2026 but REMAINS ENFORCEABLE on profits earned up to 2025-12-31, with a run-off on undistributed 2024 and 2025 profits through 2027-12-31; second, the defence contribution on dividends to resident and domiciled individuals falls to 5% for 2026-onward profits but the 17% rate continues to apply to pre-2026 profits distributed up to 2031. An answer that returns one value for either item will be wrong depending on which year's profits are distributed. Also from 2026: defence contribution on rental income abolished, a new 10% charge on disguised dividends, withholding on dividends to related companies in low-tax jurisdictions cut to 5% (17% retained for blacklisted jurisdictions), stamp duty abolished for documents signed after 2026-01-01, crypto gains and share options at a flat 8%, and the R&D super-deduction of 120% extended to 2030.
