What this value means
EU-harmonised statutory interest for late payment in commercial transactions = ECB main refinancing rate (snapshotted on 1 January / 1 July) + 8 percentage points (Directive 2011/7/EU, art. 2). This is the Directive MINIMUM and the figure the European Commission publishes per member state; national transposition may set a HIGHER rate for some transaction types. Because it is a half-yearly snapshot, the value tracks the MRO as of the half-year start, not today's live MRO. Derived live from this country's ecb-main-refinancing-rate series. Implemented in Cyprus by Ν. 123(Ι)/2012, Ο περί της Καταπολέμησης των Καθυστερήσεων Πληρωμών στις Εμπορικές Συναλλαγές Νόμος, as amended by Ν. 227(Ι)/2022, in force since 27 July 2012 - note that the frequently cited Ν. 73(Ι)/2012 is wrong: 73(Ι)/2003 was the REPEALED predecessor transposing the earlier Directive 2000/35/EC. The rate is the euro-area default of the ECB main refinancing rate plus 8 percentage points, published semi-annually by the ministry, giving 10.15% for H1 2026 and 10.40% for H2 2026. The same law sets a default payment term of 30 days (60 by contract, and up to 60 for healthcare entities), fixed recovery compensation of 40 EUR, and a 90-day judicial deadline. TWO OTHER CYPRIOT INTEREST RATES EXIST AND MUST NOT BE CONFLATED WITH THIS ONE: the Ενιαίο Δημόσιο Επιτόκιο Υπερημερίας on overdue TAXES, set annually by decree under Ν. 167(Ι)/2006 and unrelated to the ECB rate (5.00% in 2024, 5.50% in 2025, reported at 3.50% for 2026 though the decree was not obtained), and a separate judgment-interest rate of about 2% set by ministerial order.
