What this value means

EU-harmonised statutory interest for late payment in commercial transactions = ECB main refinancing rate (snapshotted on 1 January / 1 July) + 8 percentage points (Directive 2011/7/EU, art. 2). This is the Directive MINIMUM and the figure the European Commission publishes per member state; national transposition may set a HIGHER rate for some transaction types. Because it is a half-yearly snapshot, the value tracks the MRO as of the half-year start, not today's live MRO. Derived live from this country's ecb-main-refinancing-rate series. Implemented in Croatia by the Obligations Act (Zakon o obveznim odnosima) čl. 29, read with the Financial Operations Act. Čl. 29 st. 2 sets default interest at the reference rate plus 8 percentage points for commercial contracts and contracts between a trader and a person of public law, and plus 3 percentage points in all other relations; st. 8 provides that the reference rate IS the rate the European Central Bank applied to its most recent main refinancing operations; and st. 9 confines Hrvatska narodna banka to PUBLISHING that rate in Narodne novine for the periods beginning 1 January and 1 July. This resolves a common misconception: the kuna-era basis, under which Croatian default interest ran off an HNB-published average lending rate, no longer operates, and serving an HNB-lending-average figure today would be wrong. Croatia therefore maps exactly onto the euro-area default, giving 10.40% for H2 2026 (published in Narodne novine 68/26; H1 2026 was 10.15% per NN 158/25). The civil rate of reference plus 3 percentage points, 5.40%, sits below the Directive minimum but lawfully so, because it applies outside the Directive's scope.
