SUBSTITUTION (quoted from the law): only 4 May, the closing day of the General Latvian Song and Dance Festival, and 18 November substitute — if they fall on Saturday/Sunday the next working day is a holiday. In 2027 both 4 May (Tue) and 18 Nov (Thu) are weekdays, so no substitute days arise; the rule next fires in 2030. The Song Festival closing-day holiday exists only in festival years (next: 2028).
