What this value means

11 legal public holidays in each year, taken from the official State portal. NO SUBSTITUTE DATES ARE SERVED, and that is deliberate. Luxembourg law does provide compensation when a holiday falls on a day the employee does not normally work, but it generates an ENTITLEMENT rather than a date: the employer must grant a compensatory day of leave, in principle within three months of the day after the holiday, or before year end if operations do not permit, or - for November and December holidays - until March of the following year, and the employer may set a single predefined date for all staff after consulting staff representatives. Note also that the trigger is any normally-non-worked day for that employee, not specifically a Sunday, so the rule is schedule-dependent and cannot be evaluated from a calendar alone. Affected days are 9 May, 15 August, 1 November and 26 December in 2026, and 1 May, 9 May, 15 August, 25 December and 26 December in 2027. FLOOR NOT CEILING: employers may substitute a legal holiday for a local or professional one provided 11 days are still granted, and collective agreements add days - in banking, Good Friday and the afternoon of Christmas Eve are bank holidays.
