The rate is bounded: MiLoV5 sets a second, already-legislated step to EUR 14.60 per hour from 1 January 2027 (a further 5.04%; 13.88% cumulative over the two steps), which is why effective_to is populated rather than omitted. Germany has no sub-national (Land) minimum wage regime, although several Laender impose higher Vergabemindestloehne as a condition of public procurement contracts. Destatis estimated up to 6.6 million jobs were affected by the 1 January 2026 step. Related 2026 threshold: the Minijob ceiling, dynamically indexed to the minimum wage since October 2022 (minimum wage x 10 hours x 52 weeks / 12, rounded up), is EUR 603 per month on annual average for 2026 (EUR 7,236 per year), rising to EUR 633 in 2027.
