What this value means
EUR 13.90 gross per clock hour (je Zeitstunde) from 1 January 2026, an 8.42% increase on the EUR 12.82 that applied through 2025. The rate is bounded: MiLoV5 sets a second, already-legislated step to EUR 14.60 per hour from 1 January 2027 (a further 5.04%; 13.88% cumulative over the two steps), which is why effective_to is populated rather than omitted. Mechanism: the Mindestlohngesetz (MiLoG) of 11 August 2014 created a single nationwide floor; it is not set by government discretion but proposed by the tripartite Mindestlohnkommission (Section 4 MiLoG) every two years and then declared binding by federal ordinance of the BMAS under Section 11 MiLoG. The commission's 27 June 2025 resolution was adopted unanimously and oriented on the post-hoc development of collectively agreed wages plus a phased approach toward the EU Minimum Wage Directive's 60%-of-median reference value. Coverage/exclusions under Sections 22 and 24 MiLoG: under-18s without a completed vocational qualification, trainees under the Berufsbildungsgesetz, compulsory internships and voluntary internships up to three months, and the long-term unemployed during their first six months of employment are outside the floor. HIGHER SECTORAL FLOORS EXIST AND ARE NOT REFLECTED IN THIS VALUE: generally binding branch minima under the Arbeitnehmer-Entsendegesetz (AEntG) and Tarifvertragsgesetz - construction, roofing, electrical trades, scaffolding, painting, care (Pflegemindestlohn), building cleaning, temporary agency work - are set separately and are all at or above EUR 13.90. Germany has no sub-national (Land) minimum wage regime, although several Laender impose higher Vergabemindestloehne as a condition of public procurement contracts. Destatis estimated up to 6.6 million jobs were affected by the 1 January 2026 step. Related 2026 threshold: the Minijob ceiling, dynamically indexed to the minimum wage since October 2022 (minimum wage x 10 hours x 52 weeks / 12, rounded up), is EUR 603 per month on annual average for 2026 (EUR 7,236 per year), rising to EUR 633 in 2027.
