Ukraine minimum wage
Ukraine's single national statutory minimum wage — the floor below which an employee's pay for a fully worked monthly norm may not fall. It is not set by a wage council or by decree: it is fixed annually, in both a monthly and an hourly amount, by an article of the State Budget Law (Закон про Державний бюджет України) for the coming year, and takes effect on 1 January.

What this value means
Verbatim from Art. 8 of the 2026 budget law: monthly UAH 8 647, hourly UAH 52,00, both from 1 January 2026 — a single flat rise of UAH 647/month (+8.1%) and UAH 4/hour (+8.3%) over 2025. There is only ONE minimum wage in Ukraine: no occupational matrix, no regional zones, no sectoral differentiation. Two traps: (1) the minimum wage is a GROSS figure — an employee at the minimum has 18% ПДФО and 5% військовий збір withheld (23% combined, see the income-tax series), so UAH 8 647 gross is UAH 6 658,19 net; the employer additionally pays 22% ЄСВ on top. (2) The same law provides that where the minimum wage is used as a calculation base for court-ordered payments it is instead taken as the прожитковий мінімум in Art. 7, NOT as UAH 8 647 — so 8 647 is the employment floor, not a universal indexation unit. The monthly minimum also drives the military levy for single-tax payers of groups 1, 2 and 4, which is 10% of the minimum wage as at 1 January of the tax year (UAH 864,70/month in 2026). Set annually; the 2027 figures will be fixed by the 2027 budget law, normally adopted in early December 2026 and effective 1 January 2027. Martial law does not suspend the minimum wage.
