Hungary income tax rates
Hungary levies a single FLAT rate of személyi jövedelemadó (szja) with no brackets and no tax-free threshold, under Szja tv. — 1995. évi CXVII. törvény a személyi jövedelemadóról, 8. § (1). Administered by NAV. The same 15% applies both to the consolidated tax base (összevont adóalap: employment, self-employment, other income) and, unless the Act provides otherwise, to separately taxed income such as dividends, interest and capital gains.

There is NO personal allowance and NO exempt band — the 15% applies from the first forint. The headline rate is stable, but the EFFECTIVE rate is falling sharply because Hungary delivers family and demographic policy through statutory TAX-BASE ALLOWANCES (adóalap-kedvezmények) that can reduce the base to zero. Claiming order is fixed by Szja tv. 29/H. § (1): (a) 30 év alatti anyák kedvezménye — mothers under 30; (b) NÉTAK, the négy vagy több gyermeket nevelő anyák kedvezménye (Szja tv. 29/D. §) — lifetime szja exemption on work income for mothers of four or more children; the három gyermeket nevelő anyák kedvezménye (2025. évi XV. törvény), a lifetime exemption for mothers of three children available from 1 October 2025 on income earned after 30 September 2025; and the két gyermeket nevelő anyák kedvezménye (2025. évi XIV. törvény), phased in by age — from 1 January 2026 for mothers who turn 40 after 31 December 2025, from 2027 for those under 50, from 2028 for those under 60 and from 2029 for all mothers of two children regardless of age; (c) the exemption for csecsemőgondozási díj (CSED), gyermekgondozási díj (GYED) and örökbefogadói díj (2025. évi XVI. törvény), from 1 January 2026; (d) 25 év alatti fiatalok kedvezménye (Szja tv. 29/F. §) — under-25s exempt up to a monthly cap equal to the KSH-published national average gross wage of full-time employees for July of the preceding year; (e) személyi kedvezmény (disability); (f) első házasok kedvezménye; and the családi kedvezmény (family allowance), whose per-child amounts were raised in two steps during 2025–2026.
