What this value means
STRUCTURAL NULL, POSITIVELY ESTABLISHED: Finland is one of a handful of EU/EEA states (with Denmark, Sweden, Austria, Italy, Cyprus) that has NO statutory national minimum wage. There is no single euro-per-hour national floor, and none can honestly be served. HOW PAY FLOORS ARE ACTUALLY SET: minimum terms - including minimum pay - are fixed by sectoral collective agreements (työehtosopimus, TES) negotiated between employer associations and trade unions. Under Työsopimuslaki (55/2001) Ch. 2 s. 7, an employer must observe at least the provisions of a collective agreement that has been declared 'generally binding' (yleissitova) for that sector; general bindingness is confirmed by an independent board (työehtosopimuksen yleissitovuuden vahvistamislautakunta), and there are on the order of 150-200 such generally binding agreements in force. A generally binding agreement binds even non-unionised and non-member employers in that industry, so in practice the great majority of employees (roughly 90% coverage) are covered by a bargained wage floor even though the state sets none. Where no collective agreement applies at all, Työsopimuslaki Ch. 2 s. 10 requires the employer to pay 'usual and reasonable' remuneration (tavanomainen ja kohtuullinen palkka). DO NOT SUBSTITUTE A SECTOR FIGURE AS IF IT WERE A NATIONAL FLOOR: sector minima vary widely (e.g. retail, hospitality, cleaning, construction, technology-industry agreements each set their own scales by job grade, region and experience), so quoting any one of them as 'the Finnish minimum wage' would be wrong. Note also that the EU Minimum Wage Directive (2022/2041) does not oblige Finland to introduce a statutory minimum wage; it focuses instead on promoting collective-bargaining coverage, which Finland already exceeds. Access: tyosuojelu.fi (the official state occupational-safety authority) served the 'Pay' page cleanly and states the no-statutory-minimum position directly.
