What this value means
One general legal rate, fixed for a whole calendar year and applying where interest is owed on a money debt without an agreed rate — including between a professional and a consumer, and in 'les autres cas'. Setter: règlement grand-ducal published in the Journal officiel (formerly Mémorial A), taken under art. 14 of the amended law of 18 April 2004 relative aux délais de paiement et aux intérêts de retard, which directs that the rate be fixed for the calendar year by reference to the rates actually charged by banks; the 2026 figure of 3.75% was set by the règlement grand-ducal of 12 December 2025 on the basis of average bank rates at 30 September 2025 (3.08% on housing credit, 4.64% on consumer credit). DO NOT CONFUSE WITH THE COMMERCIAL RATE: late payment on commercial transactions runs at the marginal reference rate plus 8 percentage points, republished at the start of each SEMESTER in the Journal officiel administrative recueil (formerly Mémorial B) and standing at 10.15% — a different figure, a different publication, a different cycle, and it is served in our late-payment-interest product.
