One rate for all money claims (civil and commercial), fixed for each half-year effective 1 January and 1 July: Norges Bank styringsrente + minimum 8 percentage points — in practice exactly +8 (H1 2026 was 12.00%, H2 is 12.25%). TWO TRAPS: (1) the setter changed on 18 June 2025 from the Finance Ministry to FINANSTILSYNET under delegated authority — citations to a Finansdepartementet forskrift are now stale; cite the Finanstilsynet forskrift for each half-year (H1 2026: forskrift 2025-12-18-2658 on Lovdata). (2) The statute says 'minst' (at least) 8 points, so the margin is a FLOOR, not a constant — read each half-year's published forskrift rather than deriving blindly from the policy rate. § 3 allows a lower ministerially-set rate for consumer debtors; none is currently fixed.
