Inflation is elevated because of one-off fiscal and administered-price shocks, not demand: the VAT increase to 21% and the excise increases of 1 August 2025, the removal of the electricity price cap, and higher state-housing rents. The BNR's 8 July 2026 communiqué expects a substantial fall in Q3 2026 as those base effects drop out, and has revised its end-2026 inflation forecast up to 5.5% from 3.9%.
